I haven't ever tried to train a dog to ride a skateboard - I did however have my dog pull me along on one when I was a teenager! <g>.
I have some ideas, but not being able to see you and your dog makes it hard to make concrete suggestions. When I have a training challenge, what I do is get a big piece of paper. At the top I put where the dog and I are at the moment. At the bottom I put where I want us to end up.
F'rinstance, at the moment you would put at the top of the page "mount the blocked skateboard eagerly", and at the bottom, um maybe "move skateboard 3 metres using right foot to push". Be VERY specific - distance, body parts, etc.
Then put as many tiny steps as you can think of between those two points.
I have found this to be a godsend (thank you Steve White).
How have you gotten to where you are now? Are you using shaping or luring?
